Cao tốc Bắc-Nam nguy cơ chậm tiến độ, sân bay Long Thành chưa xong thủ tục

Trong 7 đoạn cao tốc Bắc – Nam phía Đông đang thi công có 4 dự án tiến độ chậm. Trong khi dự án sân bay Long Thành vẫn trong giai đoạn hoàn thiện thủ tục để triển khai thi công các công trình chính.

Đoạn cao tốc Cao Bồ – Mai Sơn đang gấp rút hoàn thành, dự kiến thông xe vào tháng 10 tới.

Cập nhật tiến độ các công trình giao thông trọng điểm, Bộ GTVT cho hay, với cao tốc Bắc – Nam phía Đông (11 đoạn), hiện có 7 đoạn đang thi công, chỉ 2 đoạn đáp ứng tiến độ, 1 đoạn mới khởi công hồi tháng 5, trong khi có tới 4 đoạn chậm tiến độ so với kế hoạch từ 0,5 – 2%. Nguyên nhân chậm tiến độ, theo chủ đầu tư, chủ yếu do khó khăn vật liệu đất đắp, thời gian xử lý nền đất yếu kéo dài và giá vật liệu tăng cao (chủ yếu sắt thép).

Ngoài ra, mặt bằng cho các đoạn cao tốc Bắc – Nam cũng không đạt yêu cầu, mục tiêu ban đầu hoàn thành giải phóng mặt bằng toàn tuyến vào nửa cuối năm 2020 không những không đạt được, còn kéo dài tới nay vẫn chưa xong. Hiện vẫn còn 2,5% mặt bằng chưa được địa phương bàn giao cho chủ đầu tư (tương đương hơn 16,5km). Phần mặt bằng vướng mắc còn lại chủ yếu chưa có khu tái định cư để di dời dân, chưa di dời xong hạ tầng kỹ thuật (điện, viễn thông, nước).

Để gỡ vướng cho thi công cao tốc Bắc – Nam, tháng 6 vừa qua Chính phủ đã có nghị quyết áp dụng cơ chế đặc thù trong cấp phép khai thác mỏ đất đắp nền đường. Về giá vật liệu tăng cao so với khi ký hợp đồng, Thủ tướng đã có văn bản yêu cầu các địa phương bảo đảm đủ nguồn cung, nghiêm cấm trục lợi, đầu cơ tăng giá. Ngoài ra, Bộ GTVT cũng có văn bản gửi Bộ Xây dựng hướng dẫn một số giải pháp để tháo gỡ…

Dự kiến, 2 đoạn cao tốc mới chuyển sang đầu tư công (Nghi Sơn – Diễn Châu và Diễn Châu – Bãi Vọt) sẽ sớm được khởi công trong thời gian ngắn sắp tới, còn 2 dự án BOT còn lại sẽ khởi công vào tháng này và tháng 9 tới.

Với dự án sân bay Long Thành (Đồng Nai), với phần nhà ga và sân bay do Tổng Công ty Cảng hàng không Việt Nam (ACV) làm chủ đầu tư, đang hoàn chỉnh thủ tục các hạng mục để triển khai. Phần rà phá bom mìn phải tới tháng 1 năm sau mới xong, còn xây tường rào có thể xong vào tháng 9 tới.

Tương tự, các công trình khác như công trình quản lý bay (không lưu), trụ sở các cơ quan nhà nước, cũng đang trong giai đoạn hoàn thiện thủ tục đầu tư.
