Chủ tịch H.Bình Chánh: Không để biến tướng nhà lưu trú thành kinh doanh bất động sản

Chủ tịch UBND H.Bình Chánh (TP.HCM) yêu cầu việc đầu tư, xây dựng nhà lưu trú công nhân phải đúng mục đích, tránh tình trạng khi xin thì làm nhà lưu trú nhưng đến khi sử dụng thì biến tướng thành kinh doanh bất động sản.

Chiều 11.11, UBND H.Bình Chánh (TP.HCM) tổ chức hội nghị gặp gỡ, đối thoại giữa lãnh đạo huyện với doanh nghiệp năm 2021 với chủ đề hỗ trợ nghiệp phục hồi hoạt động sản xuất, kinh doanh sau dịch Covid-19.

Đại diện cộng đồng doanh nghiệp trên địa bàn, ông Lư Nguyễn Xuân Vũ, Tổng giám đốc Công ty CP tập đoàn Khôi Nguyên kiến nghị tổ chức hội nghị tuyển dụng lao động để doanh nghiệp và người lao động đang thất nghiệp có cơ hội gặp nhau.

Ông Vũ nhìn nhận doanh nghiệp không sợ dịch bùng phát mà sợ các chính sách thay đổi khiến doanh nghiệp trở tay không kịp.

“Các chính sách phòng chống dịch là cần thiết nhưng đã ảnh hưởng không nhỏ đến sự phát triển và tồn tại của doanh nghiệp, người lao động. Chính quyền cần có những kịch bản ổn định ít nhất trong cả năm 2022 nếu dịch bùng phát trở lại để doanh nghiệp xây dựng chính sách phù hợp”, ông Vũ nói.

Doanh nghiệp mong được hỗ trợ xây dựng nhà ở cho công nhân

Về vấn đề nhà ở, ông Vũ đề nghị tạo điều kiện cho doanh nghiệp tham gia xây dựng nhà lưu trú cho công nhân bởi “có an cư thì mới lạc nghiệp”, đồng thời tháo gỡ khó khăn trong lĩnh vực đất đai, xây dựng vốn tồn tại nhiều năm qua trên địa bàn huyện.

Đồng quan điểm, ông Nguyễn Văn Cẩm, Phó chủ tịch Hội Doanh nghiệp H.Bình Chánh cho biết bản thân công ty ông muốn xây dựng nhà ở cho công nhân nhưng tìm đất khó quá. Do đó, ông Cẩm đề nghị huyện giới thiệu một số khu đất để xây dựng nhà ở cho công nhân.

Trao đổi với doanh nghiệp về vấn đề này, ông Đào Gia Vượng, Chủ tịch UBND H.Bình Chánh cho biết một doanh nghiệp có khu đất ở xã Vĩnh Lộc B đã được UBND TP.HCM chấp thuận cho nghiên cứu để xây dựng nhà ở xã hội cho công nhân thuê hoặc mua.

Ông Vượng đề nghị doanh nghiệp tự tìm các khu đất trong khả năng rồi tham khảo quy hoạch, huyện hướng dẫn các thủ tục để đầu tư, xây dựng. Việc đầu tư, xây dựng nhà lưu trú công nhân phải đúng mục đích, tránh việc khi xin thì làm nhà lưu trú nhưng đến khi sử dụng thì biến tướng chuyển sang thành kinh doanh bất động sản.

“Điều này rất khó cho huyện, việc biến tướng trên địa bàn huyện thời gian qua đã nổi tiếng rồi. Giữa doanh nghiệp và chính quyền cùng cam kết thực hiện đúng. Quan điểm của huyện là ủng hộ đầu tư xây nhà lưu trú cho công nhân để ổn định sản xuất”, ông Vượng khẳng định.

Điều chỉnh quy hoạch để đánh thức tiềm năng

Cũng tại buổi đối thoại, ông Trịnh Mạnh Hùng, Phó tổng giám đốc Công ty Đại Dũng nhìn nhận quỹ đất công nghiệp trên địa bàn huyện còn khiêm tốn, trong khi quỹ đất nông nghiệp lại rộng mà lại sử dụng không hiệu quả, phải bỏ trống. Do đó, ông Hùng kiến nghị huyện xây dựng quy hoạch vùng công nghiệp để giúp các doanh nghiệp thuê đất, thay vì phải đi xa hơn.

Ông Nguyễn Quốc Tuấn, Phó chi hội doanh nghiệp Khu tiểu thủ công nghiệp Lê Minh Xuân nói rằng các doanh nghiệp bên trong khu tiểu thủ công nghiệp cảm thấy áp lực khi phải tiếp nhiều đoàn kiểm tra. Chỉ riêng lĩnh vực môi trường, các cơ quan như Sở TN-MT, Phòng Cảnh sát môi trường TP.HCM, cảnh sát môi trường cấp huyện, UBND xã đều có thể kiểm tra.

Ông Tuấn cũng phản ánh việc Đội Thanh tra địa bàn H.Bình Chánh (thuộc Thanh tra Sở Xây dựng TP.HCM) lập biên bản vi phạm xây dựng một doanh nghiệp trong khu tiểu thủ công nghiệp theo quyết định 843 ban hành năm 2016, trong khi việc xây dựng từ năm 2000 – 2008 là không đúng quy định.

Ông Đào Gia Vượng, Chủ tịch UBND H.Bình Chánh nhận định có những khó khăn do cán bộ, công chức thực hiện chưa đúng chức trách, nhiệm vụ. Huyện ủy và UBND huyện đã thấy việc này và từng bước chấn chỉnh, thời gian gần đây chuyển biến tích cực.

“Sắp tới, huyện sẽ chỉ đạo quyết liệt hơn nữa để công chức phải làm đúng quy định. Việc gì doanh nghiệp, người dân chưa rõ thì phải thông tin cụ thể, tránh việc thông tin không đầy đủ khiến người dân, doanh nghiệp hiểu rằng làm khó, làm dễ”, ông Vượng nói.

Về vấn đề quy hoạch, ông Vượng nhìn nhận Bình Chánh chưa phát triển vì các quy hoạch, đồ án chưa phù hợp; có những đồ án có sự khác biệt như quy hoạch chung khác quy hoạch phân khu, khác với quy hoạch nông thôn mới. Điều này khiến yêu cầu của người dân, doanh nghiệp không được giải quyết, hoặc giải quyết nửa vời, không tới nơi tới chốn. Sắp tới, huyện sẽ tổ chức điều chỉnh quy hoạch chung với sự hỗ trợ của đơn vị tư vấn nước ngoài, tổ chức hội thảo lấy ý kiến định hướng phát triển.

Ngoài ra, ông Vượng nhìn nhận tiềm năng của Bình Chánh rất lớn và cần được đánh thức. Có thể kể đến quỹ đất nông nghiệp chiếm 50-60% quỹ đất dữ trự để phát triển, diện tích 25.000 ha (gấp 60 lần Q.4, gấp 8 lần Q.7), dân số gần 850.000 người. Muốn phát triển được thì ngay từ bây giờ phải làm quy hoạch, tạo nền tảng cho doanh nghiệp tìm đến đầu tư.

Đối với các kiến nghị cụ thể của doanh nghiệp, Vượng cho biết sẽ trực tiếp giao phòng ban chuyên môn để trả lời doanh nghiệp. “Huyện cam kết đồng hành với doanh nghiệp vượt qua giai đoạn khó khăn nhất để duy trì hoạt động và phát triển trong tình hình mới được tốt hơn. Nhất là hỗ trợ về vốn, thay đổi công nghệ, sản phẩm đầu ra”, Chủ tịch UBND H.Bình Chánh cam kết.
