Doanh nghiệp bất động sản gặp khó: Cần ‘ôxy tín dụng’ để phục hồi
Theo Hiệp hội Bất động sản thành phố Hồ Chí Minh, sau hơn một năm rưỡi phòng, chống đại dịch COVID-19, các doanh nghiệp bất động sản đang rất cần “ôxy tín dụng” để vượt qua khó khăn.

Cho rằng nhiều doanh nghiệp bất động sản đang “dần kiệt sức” vì đại dịch kéo dài dẫn đến “thiếu ôxy dòng tiền,” Hiệp hội Bất động sản thành phố Hồ Chí Minh (HoREA) vừa kiến nghị Ngân hàng Nhà nước cho phép các tổ chức tín dụng, ngân hàng thương mại, chi nhánh ngân hàng nước ngoài được chủ động xem xét quyết định việc cơ cấu lại thời hạn trả nợ, miễn/giảm lãi, phí; giữ nguyên nhóm nợ của khách hàng bất động sản, để giúp doanh nghiệp vượt qua khó khăn.
Kiệt sức vì thiếu dòng tiền
Góp ý về dự thảo Thông tư sửa đổi, bổ sung một số điều liên quan đến việc “cơ cấu lại thời hạn trả nợ, miễn, giảm lãi, phí, giữ nguyên nhóm nợ nhằm hỗ trợ khách hàng chịu ảnh hưởng của dịch COVID-19” đang được Ngân hàng Nhà nước lấy ý kiến, Chủ tịch HoREA Lê Hoàng Châu nhấn mạnh sau hơn một năm rưỡi đồng hành với Nhà nước trong phòng, chống dịch COVID-19 và nỗ lực chống chọi để tự cứu mình, đến nay, các doanh nghiệp đã dần kiệt sức vì thiếu dòng tiền.
“Thậm chí, có một số doanh nghiệp lâm vào cảnh sức cùng lực kiệt, nguồn lực bị bào mòn, có nguy cơ phá sản nếu không được hỗ trợ kịp thời,” ông Châu nói.
Theo ông Châu, lĩnh vực bất động sản đóng góp khoảng 7-8% GDP cả nước và có liên quan đến hơn 35 ngành nghề khác nhau, tạo công ăn việc làm cho hàng triệu người lao động. Tuy nhiên, hiện nay, nhiều khó khăn đang bủa vây hầu hết các doanh nghiệp.
Cái khó đầu tiên mà ông Châu đề cập đến là “ách tắc, vướng mắc” do một số quy định pháp luật còn bất cập và quy trình thủ tục hành chính chồng chéo đối với các dự án nhà ở thương mại. Tuy vậy, các doanh nghiệp bất động sản luôn khẳng định không xin Nhà nước hỗ trợ bằng tiền, mà chỉ xin Nhà nước tháo gỡ các “ách tắc, vướng mắc” về thể chế, pháp luật và kiến tạo môi trường đầu tư kinh doanh minh bạch, công bằng, lành mạnh để từng bước phục hồi và phát triển trở lại sau khi kiểm soát được dịch.
Bên cạnh chính sách, theo ông Châu, khó khăn trực tiếp lớn nhất và đáng quan ngại nhất hiện nay là thiếu dòng tiền. Thực tế, doanh nghiệp thiếu tiền cũng như cơ thể bị thiếu ôxy, dẫn đến các dự án không thể triển khai đúng tiến độ, phải dừng xây dựng…
“Việc ‘thiếu ôxy dòng tiền’ có thể làm cho doanh nghiệp bị ngộp thở do không còn tiền để trả lãi vay, trả nợ, để duy trì bộ máy và hỗ trợ, giữ chân người lao động, dẫn đến không còn tiền để cầm cự qua giai đoạn quá khó khăn này,” ông Châu chia sẻ.
Cũng theo ông Châu, cái khó thiếu dòng tiền có liên quan trực tiếp đến “cái khó về tín dụng” vì trong bối cảnh dịch hiện nay, lãi suất vay ngân hàng chưa giảm như kỳ vọng và doanh nghiệp vẫn phải trả lãi ngân hàng đều đặn hàng tháng.
Trong khi đó, mỗi một ngày qua đi, doanh nghiệp phải chạy đôn chạy đáo vay mượn, thậm chí phải “vay nóng” để trả lương, duy trì hoạt động tối thiểu, trả lãi ngân hàng, nhất là các khoản vay tín dụng đến hạn.
“Điều đáng lo hiện nay là, theo quy chế hoạt động của ngân hàng, nếu không trả được các khoản vay đáo hạn thì ngay lập tức ngân hàng tự động chuyển sang nợ xấu, hoặc nhóm nợ xấu hơn. Và, nếu đã bị xếp loại nợ xấu thì doanh nghiệp sẽ lâm vào bế tắc vì không thể tiếp cận được các khoản vay mới để vượt qua khó khăn,” ông Châu trăn trở.
Rất cần được “cấp cứu” kịp thời
Theo Chủ tịch HoREA Lê Hoàng Châu, trong bối cảnh COVID-19 đang diễn biến phức tạp hiện nay, “kẹt tiền, kẹt vốn, bị mất thanh khoản” là rủi ro và là nguy cơ lớn nhất của mọi doanh nghiệp phải đương đầu. Mặc dù, doanh nghiệp bất động sản có thể vẫn còn tài sản nhưng do chưa bán được nên đã dẫn đến “thiếu dòng tiền.”
“Vì thế, doanh nghiệp được tiếp cận tín dụng trong lúc này, hơn lúc nào hết chính là ôxy cấp cứu cho doanh nghiệp đang phải trông cậy vào ‘máy trợ thở dòng tiền’ từ nguồn tín dụng của các ngân hàng thương mại,” ông Châu chia sẻ.
Ông Châu cũng lưu ý trong gần 2 năm qua, Ngân hàng Nhà nước đã chỉ đạo các ngân hàng thương mại thực hiện các giải pháp hỗ trợ khá hiệu quả cho doanh nghiệp.
Trên tinh thần đó, các ngân hàng đã thực hiện cơ cấu lại thời hạn trả nợ, giữ nguyên nhóm nợ, miễn, giảm lãi suất cho vay cho khoảng gần 800.000 khách hàng, doanh nghiệp với dư nợ gần 2 triệu tỷ đồng; trong đó đã giảm lãi vay trực tiếp, gián tiếp cho những khoản vay cũ hay khoản vay mới cho doanh nghiệp khoảng 18.830 tỷ đồng.
“Tuy nhiên, hầu như các doanh nghiệp bất động sản chưa được các ngân hàng xem xét hỗ trợ thỏa đáng vì vẫn bị coi là lĩnh vực kinh doanh tiềm ẩn rủi ro,” ông Châu chia sẻ.
Mới đây nhất, dưới sự định hướng và chỉ đạo của Ngân hàng Nhà nước, Hiệp hội Ngân hàng Việt Nam đã tổ chức họp 16 tổ chức tín dụng và tự nguyện thống nhất cam kết các giải pháp hỗ trợ nền kinh tế (trong đó có các khách hàng là doanh nghiệp bất động sản) với nguồn lãi vay sẽ được cắt giảm khoảng 20.300 tỷ đồng từ nay đến cuối năm 2021.
Riêng 4 ngân hàng thương mại nhà nước lớn là Vietcombank, VietinBank, BIDV, Agribank, ngoài gói hỗ trợ chung, mỗi ngân hàng còn cam kết giảm thêm 1.000 tỷ đồng tiền lãi của mỗi ngân hàng để giảm lãi vay cho các khách hàng với mức giảm lãi suất từ 0,5%-1,5% tuỳ từng trường hợp…
Trên tinh thần đó, HoREA đề nghị Ngân hàng Nhà nước cho phép các tổ chức tín dụng, ngân hàng thương mại, chi nhánh ngân hàng nước ngoài được chủ động xem xét quyết định việc cơ cấu lại thời hạn trả nợ, miễn, giảm lãi, phí, giữ nguyên nhóm nợ của khách hàng, doanh nghiệp và được áp dụng đối với số dư nợ phát sinh trong khoảng thời gian từ 23/1/2020 đến ngày 30/6/2022 (do Thông tư 03/2021/TT-NHNN chỉ quy định kéo dài đến 31/12/2021).
Ngoài ra, HoREA cũng đề nghị Ngân hàng Nhà nước xem xét cho phép các tổ chức tín dụng, ngân hàng thương mại tạo điều kiện cho các khách hàng, doanh nghiệp bất động sản bị ảnh hưởng bởi đại dịch COVID-19 được tiếp cận các khoản vay, để có thêm thời gian dần phục hồi sản xuất, kinh doanh trong điều kiện bình thường mới./.
