HĐND TP.HCM thông qua dự án Quốc lộ 50 trị giá 1.500 tỉ đồng

Dự án mở rộng Quốc lộ 50 dài gần 7km với tổng mức đầu tư khoảng 1.500 tỉ đồng sẽ giúp giải tỏa ùn tắc giao thông khu vực cửa ngõ và tăng cường kết nối với các tỉnh miền Tây thông qua Long An.

Sáng 25.6, kỳ họp thứ nhất HĐND TP.HCM bước sang ngày làm việc thứ 2, dự kiến bế mạc vào trưa cùng ngày. Tại kỳ họp, các đại biểu đã thống nhất thông qua nghị quyết về chủ trương đầu tư dự án xây dựng, mở rộng Quốc lộ 50, H.Bình Chánh với tổng mức đầu tư gần 1.500 tỉ đồng.

Dự án do Ban Quản lý dự án đầu tư xây dựng các công trình giao thông TP.HCM, thực hiện trong giai đoạn 2021 – 2024. Dự kiến cơ cấu nguồn vốn gồm: ngân sách Trung ương hơn 687 tỉ đồng và ngân sách TP.HCM hơn 812 tỉ đồng.

Theo đánh giá của UBND TP.HCM, Quốc lộ 50 là tuyển đường trục giao thông đối ngoại quan trọng của thành phố kết nối với các tỉnh Long An và Tiền Giang; đồng thời, đây là đường dẫn vào Khu liên hợp xử lý chất thải rắn Đa Phước nên mật độ giao thông rất lớn.

Đường hiện hữu đang khai thác có mặt đường hẹp, các phương tiện tham gia giao thông như xe tải, xe chờ rác, container lưu thông hỗn hợp với xe gắn máy, xe thô sơ, vì vậy tuyến đường thường xuyên ùn ứ (đặc biệt tại giao lộ Quốc lộ 50 – đường Nguyễn Vãn Linh) và nguy cơ tai nạn giao thông rất cao.

Việc đầu tư xây dựng, mở rộng Quốc lộ 50 sẽ góp phần nâng cao năng lực khai thác đường trục kết nối TP.HCM với Long An và các tỉnh miền Tây; tăng cường kết nối cho đường cao tốc Bến Lức – Long Thành, các tuyến trục chính, vành đai, cũng như kết nối với sân bay Long Thành sau khi hoàn thành đưa vào khai thác.

Hiện công tác bồi thường giải phóng mặt bằng trong phạm vi dự án đã được Ban Bồi thường giải phóng mặt bằng H.Bình Chánh thực hiện theo dự án riêng từ nguồn vốn ngân sách thành phố. Ban Bồi thường giải phóng mặt bằng H.Bình Chánh đã chi trả tiền bồi thường cho 80% số hộ dân bị ảnh hưởng.

Đối với các trường hợp còn lại, khi triển khai thực hiện dự án xây lắp, công tác giải phóng mặt bằng sẽ gặp nhiều thuận lợi. Ngoài ra, UBND TP.HCM cũng đã dự kiến cân đối, bố trí số vốn khoảng 207 tỉ đồng từ mức vốn cân đối ngân sách địa phương để hoàn thành dứt điểm công tác bồi thường giải phóng mặt bằng trong phạm vi dự án.

Dự án có chiều dài tuyến khoảng 6,9 km, bao gồm đoạn 1 dài 4,36 km xây dựng mới đường song hành Quốc lộ 50 và đoạn 2 dài 2,56 km mở rộng Quốc lộ 50 hiện hữu (không bao gồm đoạn Quốc lộ 50 thuộc phạm vi Dự án đường cao tốc Bến Lức – Long Thành), mặt cắt ngang dự kiến rộng 34 m.

Bên cạnh đó, dự án cũng xây dựng mới cầu Bà Lớn, chiều dài 80 m, chiều rộng 34 m; cầu Ông Thìn (song song với cầu Ông Thìn hiện hữu, kết hợp gia cường cầu hiện hữu) dài 240 m, chiều rộng 25 m.
