Hồi sinh các dòng kênh ‘chết’

Sở Xây dựng TP.HCM vừa đề xuất UBND TP.HCM kế hoạch chỉnh trang và phát triển đô thị TP.HCM giai đoạn 2021 – 2025.

Đơn vị này đề xuất TP chi 9.073 tỉ đồng để di dời và tái định cư các hộ dân sống trên và ven bờ Nam kênh Đôi thuộc địa bàn Q.8. Một dự án khác là rạch Xuyên Tâm cũng đang được đề xuất cải tạo với tổng vốn đầu tư hơn 9.300 tỉ đồng.

Di dời gần 3.700 căn nhà

Theo đó, khu vực hành lang bảo vệ Nam kênh Đôi rộng 13 m, dài 9,7 km sẽ được xây bờ kè và cải tạo mở rộng toàn khu vực rộng 39 ha, tổng vốn đầu tư 9.073 tỉ đồng. Theo kế hoạch, giai đoạn 1 di dời 2.670 nhà dân, tổng ngân sách 9.073 tỉ đồng, trong đó phần bồi thường giải phóng mặt bằng 6.300 tỉ đồng.

Sở Xây dựng kiến nghị thực hiện giai đoạn này bằng nguồn vốn ngân sách. Mục tiêu trước mắt là giải tỏa những căn nhà lấn chiếm trên kênh rạch để xây kè bờ, nạo vét, khơi thông dòng chảy, chống ngập, đầu tư nâng cấp hạ tầng kỹ thuật, mở rộng hẻm, kết nối giao thông thủy, kinh doanh, mua bán… theo mô hình “trên bến, dưới thuyền”, phát huy đặc trưng cảnh quan sông nước tự nhiên của đô thị TP.HCM. Sau khi hoàn tất công tác phê duyệt điều chỉnh cục bộ đồ án quy hoạch, TP.HCM sẽ tổ chức đấu thầu lựa chọn chủ đầu tư thực hiện giai đoạn 2 từ ranh thực hiện dự án ra đến đường Phạm Thế Hiển (Q.8). Giai đoạn 2 di dời 2.385 nhà dân và nhà đầu tư trúng thầu sẽ trả lại cho ngân sách phần đã thực hiện ở giai đoạn 1. Dự án giai đoạn này kéo dài đến đường Phạm Thế Hiển sau khi đấu thầu, lựa chọn chủ đầu tư.

Thông tin từ Sở Xây dựng TP.HCM cho biết hiện sở ngành và cơ quan liên quan tổ chức lập quy hoạch điều chỉnh cục bộ 1/2.000 dự án này trong phạm vi phường 1, 2, 3, 4, 5, 6, 7 (Q.8) trình UBND TP.HCM phê duyệt. Sau đó, dự án còn phải thực hiện thủ tục về chủ trương đầu tư, thời gian đấu thầu lựa chọn nhà đầu tư kéo dài tối thiểu 588 ngày, dự kiến đến năm 2025 mới hoàn thành công tác lựa chọn nhà đầu tư.

Ngoài kênh Đôi, dự kiến TP cũng sẽ tiến hành cải tạo rạch X​uyên Tâm đi qua Q.Bình Thạnh và Gò Vấp dài hơn 8 km, với tổng vốn hơn 9.300 tỉ đồng. Dự án sẽ nạo vét, thay thế bằng đường mới xây trên hệ thống cống hộp và hai bên. Một số đoạn cống hộp kết hợp rạch hở, sử dụng như hệ thống thoát nước cho khu vực. Nước thải sẽ được thu gom kết nối hệ thống chung của TP, đưa về nhà máy xử lý nước thải, đáp ứng nhu cầu thoát nước phạm vi hơn 700 ha.

Để thực hiện dự án này, Sở Xây dựng đề xuất TP chia thành 3 dự án thành phần. Trong đó nạo vét, cải tạo môi trường và làm hạ tầng trên tuyến là dự án riêng. Hai dự án còn lại là bồi thường, giải phóng mặt bằng ở Q.Bình Thạnh và Gò Vấp. Nếu được thông qua, dự án này dự kiến thực hiện từ năm nay và hoàn thành năm 2025.

Lận đận các dự án cải tạo kênh, rạch

Q.8 đứng đầu TP.HCM về số lượng căn nhà trên và ven kênh, rạch với khoảng 12.369 căn. Trong thời gian qua, TP đã thực hiện các dự án chỉnh trang đô thị rạch Ụ Cây, cải thiện môi trường nước… nên đến nay còn khoảng 9.500 căn nhà tập trung chủ yếu dọc tuyến kênh Đôi, kênh Tàu Hủ – Lò Gốm, Ruột Ngựa, Bến Nghé… Trong đó còn khoảng 8.400 căn nhà ven kênh và gần 1.100 căn nhà nằm hoàn toàn trên kênh rạch. Riêng tuyến kênh Đôi có khoảng 5.352 căn nhà với khoảng 32.000 nhân khẩu, được chia thành hai bờ Bắc và Nam.

Theo một lãnh đạo Công ty CP đầu tư hạ tầng và nhà ở Sài Gòn, cách đây mấy năm, công ty đã đăng ký thực hiện di dời giải tỏa và chỉnh trang đô thị tuyến kênh này. Tại thời điểm đó, công ty đặt ra mục tiêu từ quý 4/2016 – 2019 sẽ hoàn thành mục tiêu di dời, giải tỏa khoảng 4.392 căn nhà tại khu vực bờ Nam kênh Đôi. Sau khi hoàn tất di dời giải tỏa sẽ thực hiện chỉnh trang khu vực này theo quy hoạch chung. Việc thực hiện dự án sẽ giúp nâng cao cuộc sống người dân, đặc biệt là bộ phận dân cư nghèo, có thu nhập thấp được tái bố trí nơi ở tốt hơn. Đồng thời hình thành và phát triển hạ tầng du lịch, phát triển giao thông thủy và phát triển kinh tế xã hội của Q.8. Tuy nhiên vì nhiều lý do, công ty này đã không tiến hành các bước tiếp theo để thực hiện dự án.


Dự án di dời, cải tạo nhà ở trên các kênh rạch và chỉnh trang các dòng kênh, rạch là mục tiêu mà lãnh đạo TP.HCM đưa vào nhiệm vụ trọng tâm hầu hết các kỳ đại hội nhằm thay đổi bộ mặt đô thị. Thế nhưng đến nay các kế hoạch đưa ra đều chưa hoàn thành khi mới di dời tổng cộng 2.479 trong gần 20.000 căn nhà trên kênh, rạch, đạt tỷ lệ 12,4%.

Ngoài công ty trên, một số doanh nghiệp tại Hà Nội và TP.HCM cũng đã có đề án tham gia cải tạo, chỉnh trang kênh Đôi, nhưng sau đó tất cả đều “bỏ của chạy lấy người” và đến nay dự án này vẫn chưa thể được thực hiện.

Theo thông tin từ Sở Xây dựng TP.HCM, trước đây dự án này được dự tính đầu tư theo phương thức đối tác công tư (PPP), hợp đồng BT (xây dựng – chuyển giao). Tuy nhiên, hình thức này sau đó bị đánh giá không khả thi nên chưa thực hiện và đến tháng 8.2019, Ban Thường vụ Thành ủy TP.HCM thống nhất chủ trương đầu tư dự án này từ ngân sách TP giúp đảm bảo tiến độ và hiệu quả khi thực hiện, tạo an sinh xã hội tốt cho người dân xung quanh. Trong khi đó, cải tạo rạch X​uyên Tâm cũng chung cảnh ngộ khi lần đầu tiên dự án được phê duyệt vào năm 2002, với kinh phí 123 tỉ đồng. Nhưng đến nay, sau nhiều lần trễ hẹn, vốn đầu tư của dự án đã vọt lên 9.300 tỉ đồng và cũng chưa biết đến bao giờ mới xong và số tiền đầu tư vẫn có thể chưa dừng lại ở đó.

Khó kêu gọi nhà đầu tư

Theo kiến trúc sư Trần Tuấn, sở dĩ việc di dời nhà trên, ven kênh rạch và chỉnh trang đô thị kênh rạch gặp khó khăn bởi số lượng nhà trên và ven kênh rạch trên địa bàn TP quá lớn. Trong khi đó, cơ chế bồi thường, hỗ trợ vẫn chưa rõ ràng; những căn nhà này hầu hết xây dựng không hợp lệ khiến việc tái định cư cho các hộ dân bị giải tỏa khó thực hiện được nếu không có sự can thiệp, hỗ trợ từ phía nhà nước. Hơn thế nữa, vấn đề đặt ra là cơ chế khuyến khích, ưu đãi để các nhà đầu tư “mạo hiểm” tham gia vào lĩnh vực này hiện cũng chưa có, nhất là quy hoạch, hệ số sử dụng đất hai bên kênh rạch.

“Trong danh mục các dự án đầu tư theo phương thức PPP mà TP.HCM kêu gọi nhà đầu tư tham gia, lĩnh vực cải tạo, di dời nhà trên kênh có thể xem là kém hấp dẫn nhất, bởi doanh nghiệp phải bỏ ra số tiền lớn để di dời, giải tỏa và chịu nhiều rủi ro, nhưng lợi ích mang lại khá bấp bênh khiến ít doanh nghiệp mạo hiểm tham gia. Trong khi hiện nay cơ chế đầu tư theo hình thức BT đã không còn. Để làm được các dự án này, nhà nước nên đứng ra giải phóng mặt bằng sau đó đem đấu giá quỹ đất hai bên kênh, rạch. Có như vậy mới mong giải quyết được căn cơ bài toán chỉnh trang kênh rạch trên địa bàn TP”, kiến trúc sư Trần Tuấn nói.

Phó chủ tịch UBND TP.HCM, ông Lê Hòa Bình thừa nhận chương trình cải tạo nhà ở ven kênh rạch đã được TP.HCM chú trọng thực hiện trong hơn 20 năm qua, mặc dù nỗ lực nhiều nhưng vẫn chưa đạt như mong muốn. UBND TP.HCM đã chủ trương cải tạo rạch Tham Lương – Bến Cát, rạch Nước Lên sẽ thực hiện trong nhiệm kỳ này và phát huy nguồn lực xã hội để cải tạo rạch Xuyên Tâm, rạch Văn Thánh. Hiện những con rạch lớn của TP đã thực hiện cải tạo không chỉ di dời nhà ở trên kênh rạch, mà còn cải tạo môi trường, tạo động lực để phát triển du lịch.
