Giá nhà đất trên thị trường bất động sản (BĐS) tăng cao, liên tục lập mặt bằng giá mới ở các địa phương, nhưng thanh khoản và giao dịch thấp là tín hiệu cho thấy xuất hiện bong bóng cục bộ. Các chuyên gia cho rằng cần phải kiểm soát hiện tượng này không để gia tăng.

Nguy cơ “bong bóng”

Từ đầu năm đến nay, thị trường BĐS chưa phục hồi hoàn toàn sau dịch COVID-19, lại đang đối mặt với những khó khăn do chính sách kiểm soát chặt chẽ dòng vốn, khiến cho nguồn cung giảm sâu, giá tăng cao so với thu nhập của phần lớn người dân.

Báo cáo thị trường của Bộ Xây dựng cho thấy, năm 2021, cả nước có 172 dự án nhà ở thương mại hoàn thành, với quy mô 24.027 căn, bằng khoảng 42% số lượng so với năm 2020. Trong 6 tháng đầu năm 2022, giá căn hộ chung cư, nhà ở riêng lẻ, đất nền vẫn tăng so với thời điểm cuối năm 2021, mức độ tăng giá các phân khúc BĐS tập trung trong cuối quý I, chậm dần và có dấu hiệu chững lại trong các tháng quý II.

Đáng chú ý, mặc dù nguồn cung ít nhưng số lượng giao dịch trên thị trường không nhiều. Trong tổng số trên 22.700 căn hộ được đưa ra thị trường, số lượng giao dịch gần 11.600 căn, tỷ lệ hấp thụ đạt 50,9%, như vậy có thể thấy mức thanh khoản trên thị trường thấp, giá nhà tăng nhanh chủ yếu do chi phí phát sinh, không phải do sức mua trên thị trường tăng.

Còn theo thống kê của Kênh thông tin dịch vụ BĐS số 1 Việt Nam batdongsan.com.vn, thị trường BĐS tại nhiều tỉnh thành vẫn sôi động, nhưng mức độ quan tâm đất nền giảm khoảng 7% so với cùng kỳ năm 2021, các tỉnh phía Bắc, phía Nam giảm lần lượt 11% và 12%, nhưng giá rao bán vẫn ở ngưỡng cao, tiếp tục tăng thêm. Đơn cử, tại Hà Nội, mức độ quan tâm đất nền các huyện Đông Anh, Gia Lâm, Thạch Thất, Quốc Oai đều giảm trung bình hơn 10%, giá rao bán lại tăng lần lượt 20%, 21%, 11%, 26%. Một số địa phương như: Bắc Ninh, Bắc Giang, Hải Phòng ghi nhận lượng quan tâm sụt giảm lần lượt 32%, 22%, 7% giá rao bán tăng tương ứng 16%, 35%, 29%. Tương tự với thị trường phía Nam, mức độ quan tâm đất nền Bình Dương, Đồng Nai đều giảm 13%, giá rao bán tăng lần lượt 27% và 7%.

Ông Nguyễn Quốc Anh, Phó Tổng giám đốc batdongsan.com.vn nhận định, sau 2 năm chịu ảnh hưởng bởi dịch COVID-19, mặt bằng giá BĐS tại hầu hết các thị trường đều không giảm mà còn tăng, liên tục thiết lập mặt bằng giá mới. Nghi vấn về “bong bóng” BĐS bắt đầu xuất hiện khi giá liên tục được đẩy lên cao, trong khi thanh khoản trên thị trường không tăng tương ứng.

Đồng quan điểm, ông Nguyễn Văn Đính, Chủ tịch Hội môi giới BĐS Việt Nam cho rằng, nguồn cung trên thị trường giảm mạnh do việc thắt chặt pháp lý, cùng với những chi phí đầu vào tăng cao là nguyên nhân chính đẩy giá nhà đất. Bên cạnh đó, tâm lý đầu cơ hình thành trong bối cảnh lạm phát do khủng hoảng kinh tế sau dịch cũng khiến giá nhà đất tăng mạnh. Song, giá nhà tăng, thanh khoản thấp là tín hiệu cho thấy đã xuất hiện bong bóng cục bộ…

Vì vậy, các chuyên gia cho rằng, để hạn chế bong bóng BĐS gia tăng cần phải nhanh chóng mở rộng thêm nguồn cung, nhất là nguồn cung ngắn hạn, các địa phương đẩy mạnh hỗ trợ đơn vị phát triển, tiến độ phê duyệt thủ tục đầu tư dự án, không để tồn đọng và kéo dài nhiều hồ sơ, thủ tục; công bố thông tin dữ liệu về những dự án được chấp thuận đầu tư, kế hoạch, quy hoạch sử dụng đất đai, dự án được phép giao dịch trên thị trường, biến động giá BĐS…

Theo ông Nguyễn Văn Đính, vấn đề quan trọng nhất hiện nay là các cơ quan quản lý Nhà nước tiếp tục rà soát các quy định chồng chéo của các luật liên quan đến thị trường BĐS, để sớm giải quyết các rào cản thủ tục phê duyệt đầu tư các dự án BĐS; thành lập cơ quan chuyên biệt có năng lực và khả năng tiếp nhận, xử lý vướng mắc thuộc thẩm quyền Chính phủ để hỗ trợ cho các địa phương tháo gỡ vướng mắc thủ tục phê duyệt đầu tư.

Các chuyên gia cũng nhận định, thị trường BĐS đã lập đỉnh và bước vào một giai đoạn mới. Giá BĐS hiện nay tăng đột biến ở địa phương nào có thể là hiện tượng thổi giá, nhưng thời điểm này không còn diễn ra những cảnh nhà đầu tư xếp hàng dài để xem, mua đất, thay vào đó là tâm lý thăm dò, người mua ít nhưng người bán nhiều. Từ nay đến cuối năm 2022, dự báo thị trường đất nền tiếp tục chững hoặc giảm nhẹ để tìm điểm cân bằng sau giai đoạn sốt giá.

Ông Nguyễn Quốc Anh cho hay, mặc dù quan tâm đến BĐS có dấu hiệu “hạ nhiệt” tại nhiều địa phương trong quý II/2022 so với cùng kỳ năm 2021, nhưng trong ngắn hạn sẽ khó có khả năng giá BĐS giảm. Vì ngoài mục đích để ở với nhu cầu luôn hiện hữu, mục đích đầu tư sẽ hướng tới dài hạn và tâm lý đầu tư BĐS không bị ảnh hưởng bởi những yếu tố ngắn hạn.

Ngoài ra, Chính phủ và các Bộ, ngành, địa phương cũng đang có động thái điều tiết đưa thị trường trở về giá trị thật. Về lâu dài, Việt Nam cần đánh thuế BĐS thứ hai, thứ ba… để xây dựng thị trường lành mạnh, theo thông lệ quốc tế, không thể một mình một chợ. Đây cũng là một cách để làm giảm tình trạng đầu cơ trên thị trường.
