Đây là lần thứ 2 HĐND TP.HCM ban hành nghị quyết về bổ sung chính sách bồi thường, hỗ trợ, tái định cư cho người dân bị ảnh hưởng bởi dự án Khu đô thị mới Thủ Thiêm.

Tại kỳ họp thứ nhất HĐND TP.HCM khóa X diễn ra ngày 25.6, các đại biểu đã thông qua nghị quyết về xin chủ trương thực hiện liên quan đến điều chỉnh bổ sung một số nội dung bồi thường, hỗ trợ, tái định cư dự án Khu đô thị mới Thủ Thiêm (TP.Thủ Đức).

Tại tờ trình về xin chủ trương điều chỉnh, bổ sung một số nội dung bồi thường, hỗ trợ, tái định cư cho người dân chịu ảnh hưởng bởi Khu đô thị mới Thủ Thiêm, UBND TP.HCM kiến nghị HĐND TP.HCM xem xét, chấp thuận việc điều chỉnh mốc thời điểm đối với một số trường hợp để tính bồi thường, hỗ trợ cho phù hợp quy định của luật Đất đai.

Bên cạnh đó, tăng mức hỗ trợ đối với một số trường hợp để người dân ổn định cuộc sống cũng như điều chỉnh, bổ sung một số nội dung bất cập trong quá trình áp dụng các chính sách trước đó. Dự kiến, tổng kinh phí bổ sung cho công tác bồi thường, tái định cư là 1.353 tỉ đồng; nếu tái định cư bằng căn hộ chung cư thì dự kiến cần 17.000 m2.

Kinh phí chi trả được cân đối từ nguồn thu tiền đấu giá quyền sử dụng đất trong Khu đô thị mới Thủ Thiêm. UBND TPHCM cam kết việc điều chỉnh, bổ sung các nội dung chính sách bồi thường, hỗ trợ, tái định cư thực hiện đúng quy định pháp luật, công khai, minh bạch, đáp ứng quyền và lợi ích người dân.

Liên quan đến bồi thường, hỗ trợ và tái định cư cho người dân khu 4,39 ha khu phố 1, P.Bình An, TP.HCM nằm ngoài ranh Khu đô thị mới Thủ Thiêm, hồi tháng 10.2019, HĐND TP.HCM đã thông qua chính sách giải quyết bồi thường, hỗ trợ, tái định cư bổ sung đối với 331 hộ dân khu đất 4,3 ha với phương án áp dụng giá đất theo hệ số quy đổi với ba phương án là tiền, nền đất và nhà tái định cư.
