Nhiều dự án ở Bình Chánh ‘treo’ quyền lợi của người dân gần 3 thập kỉ

Nhiều dự án trên địa bàn huyện Bình Chánh (TPHCM) như: làng đại học xã Hưng Long, dự án khu E, quy hoạch đường N4, N6 cụm 05 đường vào Khu công nghiệp An Hạ… “treo” quá lâu đã khiến người dân khốn khổ.

“Treo” 3 thập niên

Đó là tình cảnh của những hộ dân ở xã Bình Hưng khi toàn xã này bị nằm gọn trong quy hoạch của dự án khu đô thị Nam Sài Gòn từ năm 1992. Tại thời điểm đó, các hộ dân tại đây được thông báo không được xây dựng mới, hạn chế sửa chữa, sang nhượng vì chuẩn bị di dời. Thế nhưng đã gần 3 thập kỉ, người dân không thấy mặt nhà đầu tư đâu, tiền cũng không được bồi thường trong khi quyền lợi vẫn treo lơ lửng. Đáng nói, do nằm trong quy hoạch nên hệ thống hạ tầng, nhất là đường sá xuống cấp không được đầu tư khiến việc đi lại vô cùng vất vả nhất là vào mùa mưa. Nhà “dính” quy hoạch không được xây dựng mới, chỉ được cơi nới, sửa chữa tạm bợ nên hư hỏng; Đất thì bỏ hoang không thể canh tác, trồng trọt nên ruộng vườn biến thành đồng cỏ dại, cao quá đầu người.

Khổ nhất là vào 6 tháng mùa mưa, nước ngập đến đầu gối. Nhà nào không có điều kiện nâng cấp, nước ngập mênh mông khiến người dân đã khó càng khổ hơn.

Ở xã Hưng Long, gia đình ông Nguyễn Văn Hai có 5.250 m2 là đất trồng lúa và trồng cây lâu năm. Năm 1992 khi thông tin quy hoạch làng đại học xã Hưng Long được phê duyệt với diện tích lên đến 511 ha, gia đình ông cùng các hộ dân đã nghiêm chỉnh chấp hành việc dừng các hoạt động nông nghiệp để bàn giao đất cho nhà đầu tư thực hiện dự án. Thế nhưng đến nay, sau từng ấy năm dự án không triển khai cũng không đền bù cho người dân. Chờ đợi trong vô vọng, người thì bán nhà, người thì cơi nới, xây dựng không phép khiến diện tích đất gần như bị phủ gần hết các công trình xây dựng.

Một lãnh đạo UBND huyện Bình Chánh, cho biết đến nay dự án này chưa có quyết định thu hồi đất, chưa có kế hoạch sử dụng đất nên những hộ dân xây dựng nhà trước ngày 1.7.2004 (có trên bản đồ địa chính, chưa có quyết định thu hồi, kế hoạch sử dụng đất) muốn được giải quyết công nhận đất ở thì huyện Bình Chánh vẫn giải quyết cấp sổ hồng cho đất ở cũng như cho phép người dân sửa chữa nhà ở. Tuy nhiên, khi có quyết định thu hồi đất thì phần xây dựng nhà mới này không được bồi thường, chỉ bồi thường giá trị đất và vật kiến trúc cũ.

Vẫn tiếp tục chờ

Mới đây UBND TP.HCM đã thông tin về các dự án “treo” này. Cụ thể, về dự án khu E (thuộc khu đô thị Nam Sài Gòn) trong quá trình thực hiện dự án, chủ đầu tư chậm triển khai thực hiện gây khó khăn, bức xúc đối với người dân có nhà, đất bị ảnh hưởng trong dự án này.

Việc này gây ảnh hưởng trực tiếp đến quyền và lợi ích chính đáng của người dân (không được giải quyết cấp điện, nước, giấy chứng nhận quyền sở hữu nhà ở – quyền sử dụng đất ở, cấp phép xây dựng, sửa chữa nhà…). Vì vậy, hiện nay Ban Bồi thường, giải phóng mặt bằng huyện Bình Chánh đang thực hiện công tác khảo sát, kiểm kê hiện trạng.

Đối với dự án làng đại học xã Hưng Long, UBND TP.HCM đã giao cho Ban quản lý Khu Nam tổ chức lập và trình thẩm định, phê duyệt quy hoạch phân khu tỷ lệ 1/2.000 khu làng đại học Hưng Long theo quy định. Sau khi đồ án quy hoạch phân khu tỷ lệ 1/2.000 khu đại học Hưng Long được UBND TP phê duyệt, UBND TP giao Sở Kế hoạch – Đầu tư TP chủ trì, phối hợp với Sở Xây dựng tham mưu UBND TP về quy trình, kế hoạch tổ chức đấu thầu lựa chọn nhà đầu tư thực hiện dự án theo quy định. Tuy nhiên, đến nay Ban quản lý Khu Nam mới đang thực hiện các công việc mà UBND TP giao.

Liên quan đến dự án làng đại học xã Hưng Long, một lãnh đạo Sở Quy hoạch – Kiến trúc TP.HCM thông tin, dự án gặp nhiều khó khăn về nguồn vốn, chưa hấp dẫn các nhà đầu tư nên nhiều năm qua vẫn chưa triển khai thực hiện. Đất đai tại khu vực quy hoạch bị hoang hóa, ảnh hưởng đến định hướng phát triển đô thị, gây ảnh hưởng đến đời sống sinh hoạt của người dân tại khu vực quy hoạch.

Năm 2017, Sở Quy hoạch – Kiến trúc đã có công văn kiến nghị UBND TP.HCM chấp thuận chủ trương điều chỉnh nhiệm vụ và lập đồ án quy hoạch phân khu tỷ lệ 1/2.000 khu đại học Hưng Long thành khu đô thị đại học Hưng Long theo hướng bố trí thêm quỹ đất ở và dịch vụ đô thị theo hướng sử dụng đất hỗn hợp, đa chức năng như thương mại – dịch vụ, ở, vui chơi giải trí, thể dục thể thao, y tế…

Đến năm 2018, UBND TP đã có công văn chấp thuận chủ trương theo đề xuất của sở. Đồng thời, UBND TP.HCM cũng đã chỉ đạo Sở Kế hoạch – Đầu tư và các đơn vị có liên quan xây dựng kế hoạch mời gọi đầu tư vào khu đô thị này. Hiện nay, Ban quản lý Khu Nam đang phối hợp với Viện Quy hoạch xây dựng để rà soát điều chỉnh quy hoạch trên.

Như vậy, người dân có đất trong các dự án “treo” này tiếp tục chờ và chưa biết đến khi nào dự án mới có thể thực hiện được để người dân được tái định cư, an cư nơi ở mới tốt hơn.
