Rà soát, tháo gỡ khó khăn để phát triển nhà ở công nhân

Bộ Xây dựng vừa có công văn 261 gửi UBND các tỉnh, thành phố về việc thúc đẩy phát triển nhà ở xã hội, nhà ở công nhân. Trong đó, đề nghị các địa phương khẩn trương nghiên cứu điều chỉnh, phê duyệt các chương trình phát triển nhà ở đảm bảo phù hợp với chiến lược phát triển nhà ở quốc gia…

Trong đó, Bộ Xây dựng cho biết thời gian vừa qua, nhất là từ đợt dịch Covid-19 lần thứ 4 đến nay đã thấy được khu nhà ở cho người lao động tại các khu công nghiệp là nơi chịu tác động lớn nhất do tập trung đông người, dẫn tới khó đảm bảo yêu cầu phòng chống dịch và ổn định đời sống, việc làm. Vì vậy phát triển nhà ở xã hội, nhà ở cho công nhân khu công nghiệp đảm bảo điều kiện vệ sinh môi trường và sức khỏe là hết sức cần thiết để phục hồi sản xuất và kinh tế.

Mặt khác, ngày 11/01/2022, Quốc hội cũng đã thông qua Nghị quyết số 43/2022/QH15 về chính sách tài khóa, tiền tệ hỗ trợ Chương trình phục hồi kinh tế-xã hội. Trong đó, giao Chính phủ tập trung tháo gỡ các vướng mắc về cơ chế, chính sách, pháp luật liên quan đến nhà ở xã hội, nhà ở cho công nhân. Đồng thời bố trí 02 gói hỗ trợ cho cá nhân vay mua, thuê mua nhà ở xã hội, xây dựng mới hoặc cải tạo, sửa chữa nhà ở thông qua Ngân hàng Chính sách xã hội, hoặc hỗ trợ lãi suất qua hệ thống các ngân hàng thương mại đối với chủ đầu tư vay cải tạo chung cư cũ, xây dựng nhà ở xã hội, nhà cho công nhân.

Để thực hiện nhiệm vụ trên, Bộ đề nghị các địa phương phối hợp và tập trung triển khai một số giải pháp. Cụ thể là khẩn trương nghiên cứu điều chỉnh, phê duyệt các chương trình phát triển nhà ở đảm bảo phù hợp với chiến lược phát triển nhà ở quốc gia. Cần xác định rõ các chỉ tiêu phát triển nhà ở, đặc biệt là các chỉ tiêu về nhà ở xã hội (có nhà ở công nhân khu công nghiệp), chỉ tiêu về cải tạo và xây dựng lại chung cư cũ.

Ngoài ra, phải rà soát, kiểm tra việc bố trí quỹ đất nhà ở xã hội tại các dự án nhà ở thương mại, khu đô thị trên địa bàn đảm bảo đúng quy định; khi lập, phê duyệt quy hoạch xây dựng khu công nghiệp phải bố trí diện tích đất phù hợp trên địa bàn để xây dựng nhà công nhân, thiết chế của công đoàn đảm bảo đồng bộ hệ thống hạ tầng kỹ thuật, hạ tầng xã hội để phục vụ công nhân, người lao động làm việc tại khu công nghiệp đó.

Bộ Xây dựng cũng yêu cầu các địa phương có cơ chế, giải pháp cụ thể, tạo môi trường thuận lợi về đất đai, thủ tục hành chính, hỗ trợ, khuyến khích, thu hút các doanh nghiệp tích cực tham gia phát triển nhà ở xã hội, đặc biệt là nhà cho công nhân thuê tại các khu kinh tế, khu công nghiệp, cụm công nghiệp trên địa bàn tỉnh, thành phố.

Bên cạnh đó, các địa phương còn cần nâng cao chất lượng nhà ở xã hội, nhất là nhà ở cho công nhân, có cơ cấu sản phẩm nhà cho thuê phù hợp với nhu cầu của người lao động, bảo đảm các điều kiện hạ tầng kỹ thuật, hạ tầng xã hội, thiết yếu về giao thông, y tế, giáo dục, văn hóa của các dự án xây dựng nhà ở xã hội ở đô thị và khu công nghiệp.

Tăng cường công tác thanh tra, kiểm tra, giám sát, xử lý vi phạm pháp luật trong việc thực hiện pháp luật về phát triển nhà ở xã hội trên địa bàn. Tiếp tục tập trung chỉ đạo, triển khai các nhiệm vụ, giải pháp đẩy mạnh phát triển nhà ở xã hội; đồng thời phối hợp chặt chẽ với Tổng liên đoàn lao động Việt Nam đầu tư xây dựng các thiết chế công đoàn.

Song song với đó, Bộ yêu cầu các địa phương căn cứ Nghị quyết số 43/2022/QH15 ngày 11/01/2022 của Quốc hội thông báo đến doanh nghiệp, chủ đầu tư dự án nhà ở xã hội (trong đó có nhà ở công nhân khu công nghiệp), dự án cải tạo xây dựng lại chung cư cũ trên địa bàn đánh giá nhu cầu về nguồn vốn để đề xuất tham gia Chương trình phục hồi kinh tế-xã hội.

Thời gian tới, Bộ Xây dựng dự kiến sẽ tổ chức đoàn công tác làm việc với một số địa phương về xây dựng chương trình, kế hoạch phát triển nhà ở; việc bố trí quỹ đất, thủ tục đầu tư, quản lý sử dụng phát triển nhà ở xã hội; việc cải tạo, xây dựng lại chung cư cũ nhằm kịp thời tháo gỡ các khó khăn, vướng mắc trong quá trình triển khai thực hiện.
