Thúc đẩy cơ chế đầu tư sân bay bằng nguồn vốn xã hội

Bộ GTVT đang nghiên cứu phân loại hệ thống sân bay để hoàn thiện đề án huy động vốn xã hội đầu tư cảng hàng không theo yêu cầu của Chính phủ.

Văn phòng Chính phủ vừa truyền đạt chỉ đạo của Phó thủ tướng Lê Văn Thành yêu cầu Bộ GTVT khẩn trương rà soát, hoàn thiện các nội dung của đề án định hướng huy động nguồn vốn xã hội để đầu tư kết cấu hạ tầng cảng hàng không.

Riêng với tiêu chí phân loại sân bay theo đề xuất của Bộ GTVT, Phó thủ tướng lưu ý về việc tuân thủ các quy định của pháp luật liên quan; đánh giá bất cập của pháp luật, cơ chế huy động vốn; khả năng huy động vốn xã hội; tác động đến an ninh, quốc phòng; khó khăn trong thực hiện.

Đồng thời, lãnh đạo Chính phủ cũng yêu cầu làm rõ mối quan hệ của đề án nêu trên với đề án phân cấp, phân quyền và giải pháp huy động nguồn lực thực hiện quy hoạch tổng thể hệ thống cảng hàng không toàn quốc để xác định phạm vi, mục tiêu, giải pháp cho phù hợp. Bộ GTVT thực hiện và báo cáo Thủ tướng trong tháng 2.

Trước đó, ngày 31/12/2021, Bộ GTVT có tờ trình gửi Thủ tướng phê duyệt đề án định hướng huy động nguồn vốn xã hội đầu tư kết cấu hạ tầng cảng hàng không. Trong đó, Bộ GTVT đề xuất chủ trương đầu tư tất cả sân bay mới bằng hình thức đối tác công tư PPP tương tự như với sân bay Vân Đồn.

Đối với sân bay hiện hữu do Tổng công ty Cảng hàng không (ACV) quản lý, Bộ GTVT đề xuất 2 mô hình. Một là chuyển giao hạ tầng sân bay về cho địa phương quản lý; địa phương chủ động kêu gọi đầu tư toàn bộ công trình thiết yếu tại sân bay theo hình thức PPP. Hai là kêu gọi đầu tư từng công trình riêng lẻ như nhà ga hành khách, nhà ga hàng hóa… theo hình thức PPP.

Để phân định sân bay phù hợp với mô hình nào, Bộ GTVT phân loại hệ thống sân bay thành 5 nhóm:

Nhóm 1 gồm Nội Bài, Đà Nẵng, Cam Ranh, Long Thành, Tân Sơn Nhất. Đây là những cảng hàng không quốc tế quan trọng. Bộ GTVT sẽ bố trí vốn đầu tư khu bay; ACV bố trí vốn đầu tư các công trình hạ tầng thiết yếu còn lại; huy động 100% nguồn vốn xã hội đầu tư công trình dịch vụ hàng không và phi hàng không.

Nhóm 2 gồm Thọ Xuân, Chu Lai, Phù Cát, Tuy Hòa. Đây là những sân bay có hoạt động quân sự thường xuyên, tài sản và đất đai khu bay do Bộ Quốc phòng quản lý. Trường hợp Bộ Quốc phòng bàn giao khu bay cho Bộ GTVT hoặc địa phương, có thể đầu tư toàn bộ sân bay theo hình thức PPP.

Nhóm 3 gồm Điện Biên, Nà Sản, Đồng Hới, Pleiku, Buôn Ma Thuột, Rạch Giá, Cà Mau, Phú Quốc và Côn Đảo. Bộ GTVT đề xuất giao lại các sân bay này cho địa phương để chủ động huy động nguồn lực đầu tư. Trường hợp địa phương không tiếp nhận, Bộ GTVT và ACV tiếp tục quản lý, khai thác như nhóm 1.

Nhóm 4 gồm Cát Bi, Vinh, Phú Bài, Liên Khương và Cần Thơ. Đây là các sân bay có khả năng thu hút nhà đầu tư và không có hoạt động quân sự thường xuyên. Bộ GTVT cũng chủ trương chuyển các sân bay này về cho địa phương quản lý, kêu gọi đầu tư PPP.

Nhóm 5 là những sân bay mới gồm Sa Pa, Quảng Trị, Lai Châu và sân bay tiềm năng như Cao Bằng, Hải Phòng (Tiên Lãng), sân bay thứ 2 vùng thủ đô. Bộ GTVT đề xuất đầu tư PPP toàn bộ các sân bay này; giao chính quyền cấp tỉnh là cơ quan có thẩm quyền đầu tư theo phương thức PPP.
