TP.HCM: Kỳ vọng “nút thắt” bất động sản được tháo gỡ
Thị trường bất động sản TP.HCM được kỳ vọng sẽ sớm hồi phục nhờ loạt chính sách đẩy mạnh đầu tư công, tháo gỡ “vướng mắc” pháp lý và hỗ trợ nhà giá rẻ.
3 đòn bẩy kích cầu thị trường
Đại diện Hội đồng Tư vấn chính sách tiền tệ quốc gia cho biết đang kiến nghị với TP.HCM về chương trình trung hạn phục hồi kinh tế, trong đó xem phục hồi thị trường bất động sản là bước đột phá với 3 đòn bẩy quan trọng.
Thứ nhất, đẩy mạnh đầu tư công và phát triển hạ tầng để kích thích tăng tổng cầu. Theo đó, tổng vốn đầu tư công giai đoạn 2021 – 2025 là 2.87 triệu tỷ đồng, kỳ vọng đạt giải ngân 95%, cao hơn mức 75% của giai đoạn 2016 – 2020. Riêng TP.HCM là 638,500 tỷ đồng.
Thưc tế, cứ một đồng đầu tư công sẽ kích thích đầu tư xã hội từ 8-10 đồng. Nếu giải ngân đầu tư công 50,000 – 60,000 tỷ đồng sẽ kích thích thị trường 500,000 – 600,000 tỷ đồng.

Mặt khác, trong bối cảnh lãi suất thấp, dòng tiền tiếp tục dịch chuyển vào bất động sản, cộng với hiệu ứng từ cú hích đầu tư công, cơ hội phục hồi của thị trường địa ốc là rất lớn. Tính riêng trong 9 tháng đầu năm 2021, giá cổ phiếu bất động sản (nhóm doanh nghiệp địa ốc niêm yết trên sàn chứng khoán) tăng tới 27%, gần tương đương mức tăng chung của thị trường chứng khoán là 29%.
Thứ hai, hàng loạt khó khăn vướng mắc pháp lý liên quan đến thị trường bất động sản đã và đang được tập trung tháo gỡ giai đoạn 2020 – 2021 với nhiều nghị định được Chính phủ ban hành. Theo Bộ Xây dựng, sắp tới, Luật Nhà ở, Luật Kinh doanh bất động sản cũng được trình Quốc hội sửa đổi, ban hành sớm hơn dự kiến 1 năm, hứa hẹn tạo nhiều cơ hội phục hồi cho thị trường địa ốc.
Thứ ba, kích hoạt hỗ trợ nhà ở giá rẻ và vừa túi tiền cho đối tượng có thu nhập thấp và trung bình với định hướng xây một triệu căn nhà tại TP.HCM trong những năm tới. Riêng 2021, Sở Xây dựng đặt mục tiêu 300,000 căn nhà. Bên cạnh đó, đề xuất gói tín dụng 30,000 tỷ đồng nếu được thông qua cũng sẽ góp phần giải quyết bài toán an sinh xã hội tại thành phố đông dân nhất cả nước.
Nhận định về khả năng “rã đông” thị trường bất động sản, các chuyên gia cho rằng, nhân tố nhà giá rẻ cùng cú hích đầu tư công, khơi thông pháp lý sẽ tạo lực đỡ rất lớn cho quá trình phục hồi thị trường bất động sản trong trung và dài hạn. Trong đó, những dự án có quy mô lớn, đáp ứng các tiêu chí pháp lý, giá bán tại những khu vực giàu tiềm năng sẽ được người mua nhà ưu tiên lựa chọn.
Pháp lý, giá bán được người mua nhà quan tâm
Theo CBRE Việt Nam, trong quý 3/2021, nguồn cung căn hộ chào bán mới tại TP.HCM chỉ 1,600 căn, xấp xỉ 40% so với quý trước. Tính chung tổng nguồn cung mới trong 3 quý đầu năm 2021, nguồn cung mới chỉ đạt 7,464 căn, giảm 35% so với cùng kỳ năm 2020. Bên cạnh tác động của giãn cách xã hội kéo dài, nguyên nhân chủ yếu khiến nguồn cung nhà ở TP.HCM giảm mạnh là yếu tố pháp lý.

Thống kê 6 tháng đầu năm 2021, Sở Xây dựng TP.HCM xác nhận 14 dự án đủ điều kiện bán nhà ở hình thành trong tương lai với gần hơn 11,000 căn hộ. Trong đó, 59% là căn hộ cao cấp, 41% là căn hộ trung cấp và không có căn hộ bình dân.
Điều này lý giải vì sao những dự án “sạch”, pháp lý đầy đủ đang trở thành “hàng hiếm”, có giá trị cao trên thị trường nhà đất.
Mặt khác, trong bối cảnh mặt bằng giá ở thị trường sơ cấp liên tục tăng cao trên 61 triệu đồng/m2, những sản phẩm căn hộ có giá bán dao động từ 30-50 triệu đồng/m2 với nguồn cung hạn chế sẽ được người mua nhà “săn đón”. Số liệu của Hội Môi giới BĐS Việt Nam cho thấy, riêng quý 2/2021, tại TP.HCM, căn hộ trung cấp chiếm tỷ trọng 19% tổng nguồn cung có tỷ lệ hấp thụ tốt nhất với 72.7%. Trong khi đó, phân khúc căn hộ cao cấp chiếm 77% tổng nguồn cung có tỷ lệ hấp thụ thấp nhất, chỉ đạt 10%, do giá bán vượt xa thu nhập của người dân.

Theo đại diện Tập đoàn BĐS An Gia (AGG), dòng sản phẩm căn hộ trung – khá là phân khúc có tỷ trọng người mua nhiều nhất trên thị trường bất động sản với mức giá dễ sở hữu nhất và chất lượng đảm bảo nhất. Do đó, dù kinh tế đi lên hay xuống thì nhu cầu an cư luôn rất cao, đặc biệt trong thời kỳ dân số vàng như hiện nay với lượng khách hàng tiềm năng rất lớn và kéo dài 20-30 năm nữa. “Vì thế, chúng tôi tin rằng các dự án triển khai sẽ tiếp tục cung cấp cho thị trường nguồn cung giá trị, phục vụ nhu cầu ở thực tại những vị trí giàu tiềm năng”, đại diện An Gia cho biết thêm.
Được biết, doanh nghiệp này cũng đang ra mắt giỏ hàng mới thuộc dự án Westgate tại Bình Chánh. Đây là một trong số rất ít những dự án tại TP.HCM hiện nay đủ điều kiện bán nhà ở hình thành trong tương lai với mức giá chào bán tương đối thấp, khoảng 40 triệu đồng/m2.
Mặt khác, trong bối cảnh TP.HCM đẩy mạnh đầu tư công, những khu vực như TP. Thủ Đức, Bình Chánh, Bình Tân với quỹ đất lớn cùng các dự án hạ tầng trọng điểm đang trong quy hoạch hoặc xây dựng sẽ được ưu tiên phát triển.
Nhìn nhận về triển vọng thị trường bất động sản, Bà Dương Thuỳ Dung, Giám đốc cấp cao CBRE Việt Nam cho biết, trong thời gian tới, phân khúc căn hộ sẽ vẫn là phân khúc dẫn dắt thị trường TP.HCM. Giá căn hộ mở bán mới dự kiến tiếp tục tăng trong quý cuối năm dưới sức ép thiếu hụt quỹ đất và chi phí vật liệu xây dựng leo thang. Mức giá tăng khiến nguồn cầu đang dần chuyển dịch ra xa khu vực trung tâm với giá cả hợp túi tiền hơn. Xu hướng này sẽ ngày càng rõ nét trong bối cảnh thu nhập giảm sút do tác động của đại dịch.
