40 nội dung phân cấp được UBND TP.HCM kiến nghị trong đề án phân cấp quản lý Nhà nước cho TP.HCM vừa được gửi đến Bộ Nội vụ.
Trong đề án hơn 120 trang, TP.HCM phân tích các quy định hiện hành và tính cấp thiết của việc phân cấp tối đa cho thành phố.
Cụ thể, trong lĩnh vực đô thị, tài nguyên và môi trường, TP.HCM kiến nghị được phân cấp việc điều chỉnh dự án xây dựng nhà ở thương mại sang nhà ở xã hội, nhà ở phục vụ tái định cư và ngược lại… nhằm tạo điều kiện cho TP.HCM chủ động quyết định tính khả thi khi xây dựng nhà ở tại các dự án khu đô thị, phù hợp nhu cầu, thời điểm.
Hiện, theo quy định, việc phê duyệt điều chỉnh cục bộ quy hoạch chung TP.HCM thuộc thẩm quyền của Thủ tướng. Tuy nhiên, TP.HCM lập luận quy trình này hiện mất nhiều thời gian, ảnh hưởng tốc độ phát triển, chưa đáp ứng kịp thời yêu cầu trong từng giai đoạn. Do đó, UBND TP.HCM đề xuất được phân cấp thẩm quyền này.
