TPHCM trình Thủ tướng 5 vấn đề quy hoạch thành phố Thủ Đức

Dự kiến đến năm 2030, dân số toàn TP Thủ Đức đạt khoảng 1,5 triệu người, và đến 2040 đạt 1,9-2,2 triệu người.


TP Thủ Đức tập trung nhiều khu công nghiệp, công nghệ cao và nhiều trường đại học, cao đẳng của TPHCM.

UBND TPHCM vừa có tờ trình gửi Thủ tướng về việc thẩm định, phê duyệt nhiệm vụ quy hoạch chung TP Thủ Đức (TPHCM) đến năm 2040. Điểm nổi bật là TPHCM đã nêu lên 5 vấn đề trong quá trình quy hoạch, phát triển TP Thủ Đức.

Thứ nhất, về hạ tầng kinh tế tri thức và công nghệ, TP cần bố trí quỹ đất để đầu tư phát triển hạ tầng kinh tế sáng tạo, hình thành hệ sinh thái sáng tạo kết nối với các hoạt động sản xuất, dịch vụ và văn hóa tại TPHCM, trên toàn quốc và quốc tế.

Trong đó, các trung tâm sáng tạo là một giải pháp chủ yếu thu hút các tập đoàn lớn đặt trung tâm nghiên cứu – phát triển (R&D), doanh nghiệp FDI, doanh nghiệp khởi nghiệp và doanh nghiệp quy mô nhỏ nhưng có hiệu quả lao động ở mức cao và các ngành kinh tế sáng tạo.

Thứ hai, về gắn kết – đồng bộ với quy hoạch kinh tế – xã hội, TP chú ý đến xây dựng phương hướng phát triển và danh mục ưu tiên, dựa trên việc cân nhắc về chi phí, lợi ích, cũng như động lực và khả năng của các bên liên quan.

Thứ ba, về xây dựng khung chính sách thực thi quy hoạch, TP xác định các chỉ tiêu kiểm soát phát triển đô thị trên 7 lĩnh vực, gồm giao thông, năng lượng, môi trường và thiên nhiên, giáo dục và sức khỏe, nhà ở, dữ liệu dùng chung, sự tham gia của cộng đồng.

Thứ tư, về chính sách an sinh xã hội, TP Thủ Đức đảm bảo diện tích sàn nhà ở bình quân đạt chuẩn đô thị loại I. Trong đó chú trọng giải quyết nhà ở cho người thu nhập trung bình và nhà ở xã hội cho người nghèo, thu nhập thấp.

Thứ năm, về tương tác trong quá trình lập quy hoạch. TP xác định tổ chức lập, thẩm định, phê duyệt và tổ chức thực hiện quy hoạch phải đạt được các yêu cầu, như tạo ra cơ chế hợp tác nhà nước, doanh nghiệp, khoa học, cộng đồng để cùng tương tác, giải quyết các vấn đề trong quá trình nghiên cứu, thẩm định và phê duyệt đồ án.

Theo thống kê năm 2019, tổng dân số thường trú của khu vực Thủ Đức là hơn 1 triệu người. Dự kiến đến năm 2030, dân số toàn TP Thủ Đức đạt khoảng 1,5 triệu người và đến năm 2040 đạt 1,9-2,2 triệu người.

Về tổ chức hệ thống giao thông công cộng và hệ thống bến, bãi đỗ xe đến năm 2040, TP Thủ Đức đảm bảo giao thông công cộng, đáp ứng 50-60% nhu cầu đi lại. Mật độ mạng lưới giao thông công cộng đạt 2,5-3 km/km2 và đạt chỉ tiêu 50-60 km tuyến giao thông công cộng nhanh, sức chở lớn/triệu dân.
