“Tuyệt chủng” nhà dưới 25 triệu/m2, xa giấc mơ nhà của người nghèo đô thị?

Bộ Xây dựng cho biết, hiện còn nhiều vướng mắc pháp lý để khuyến khích, hỗ trợ xây dựng nhà ở thương mại cho người thu nhập thấp và trung bình.

Trả lời cử tri sau Kỳ họp Quốc hội khoá XIV mới đây về kiến nghị Chính phủ sớm ban hành Nghị quyết về “Đề án phát triển nhà ở thương mại giá thấp”, Bộ Xây dựng cho biết, bên cạnh những kết quả đạt được, vẫn còn có sự lệch pha cung cầu. Theo đó, các doanh nghiệp kinh doanh bất động sản hầu hết quan tâm đầu tư các dự án nhà ở thương mại theo giá thị trường, phục vụ cho các đối tượng có thu nhập cao, dẫn đến thiếu nguồn cung nhà ở thương mại giá thấp dành cho các đối tượng có thu nhập thấp hoặc trung bình.

Theo Bộ Xây dựng tính toán, nhu cầu nhà ở của người dân đối với phân khúc nhà ở trung, cao cấp (có giá từ 25 triệu đ/m2 trở lên) hiện chỉ chiếm từ 20% – 30% tùy từng địa phương, đô thị cụ thể, còn lại 70-80% nhu cầu là phân khúc nhà ở bình dân, giá thấp (dưới 25 triệu đ/m2).

Để có quỹ nhà ở thương mại giá thấp (căn hộ chung cư có quy mô dưới 70m2, giá bán không vượt quá 20 triệu đồng/m2), Bộ Xây dựng đã xây dựng dự thảo Nghị quyết của Chính phủ về giải pháp khuyến khích phát triển các dự án nhà ở thương mại giá thấp, trong đó tập trung vào một số ưu đãi như: Về đất đai, được giảm tiền sử dụng đất, được chậm nộp tiền sử dụng đất; Giảm thuế VAT, thuế thu nhập doanh nghiệp; Bố trí quỹ đất; thủ tục đầu tư xây dựng; cơ chế huy động vốn…

Tuy nhiên, theo ý kiến của Bộ Tư pháp thì các chính sách ưu đãi đối với dự án nhà ở thương mại giá thấp chưa được quy định trong Luật Đất đai (miễn, giảm tiền sử dụng đất), Luật Nhà ở (lựa chọn chủ đầu tư), Luật Thuế (miễn, giảm thuế VAT, thuế thu nhập doanh nghiệp)…Nghị quyết của chính phủ không phải là hình thức văn bản quy phạm pháp luật sẽ khiến các địa phương gặp khó khăn khi thực hiện nếu được Chính phủ ban hành.

Do vậy, Bộ Xây dựng sẽ báo cáo Chính phủ xem xét, cho phép Bộ Xây dựng thực hiện nhiệm vụ theo hướng: Giao Bộ Xây dựng phối hợp với các Bộ, ngành liên quan tiếp tục nghiên cứu các chính sách khuyến khích phát triển nhà ở có giá phù hợp với đối tượng thu nhập thấp, thu nhập trung bình để sửa đổi, bổ sung đồng bộ vào Luật Nhà ở 2014, Luật Đất đai và các pháp luật khác có liên quan theo chương trình xây dựng pháp luật của Quốc hội.

Nhà dưới 25 triệu/m2 đã “tuyệt chủng”?

Trước đó, một doanh nghiệp phát triển dự án tại Hà Nội chia sẻ, hiện nay giá nhà chung cư ở phân khúc trung bình tại Hà Nội đang ở ngưỡng 35 triệu đồng/m2.

Như vậy, một căn hộ 70m2 sẽ có giá 2,5 tỷ đồng, với mức thu nhập bình quân đầu người của Việt Nam hiện tại ở mức 2.800 USD/người/năm (2019) tức khoảng 65 triệu đồng thì một người sẽ phải tích cóp trong khoảng 37 năm thu nhập, không tính mọi khoản chi phí ăn tiêu, sinh hoạt.

Đồng quan điểm, Hội Môi giới Bất động sản Việt Nam cũng đưa ra nhận định, tại Hà Nội, phân khúc nhà ở chung cư giá dưới 25 triệu/m2 đã gần như “tuyệt chủng”. Tại Tp. Hồ Chí Minh nếu như cách đây vài ba năm, với trên dưới 1 tỷ đồng có thể mua được một căn hộ ở ngoại ô Sài Gòn thì nay cầm trong tay 1,5 tỷ đồng người mua gần như tuyệt vọng vì căn hộ giá rẻ đã biến mất hoàn toàn khỏi thị trường. Chính việc này đã khiến cho giấc mơ “an cư” của không ít người dân ngày càng trở nên xa vời.

Theo các chuyên gia cho rằng xuất phát từ 2 vấn đề lớn là giá đất cao và sự chồng chéo, hạn chế trong các cơ chế chính sách và thủ tục hành chính liên quan đến nhà ở đẩy giá nhà lên cao.

Bộ Xây dựng thì lý giải, hiện nay Luật nhà ở 2014 đang có hiệu lực thi hành, chủ đầu tư xây dựng dự án nhà ở xã hội được miễn giảm thuế giá trị gia tăng, thuế thu nhập doanh nghiệp, trường hợp xây dựng nhà ở xã hội cho thuê được miễn 70% thuế.

Tuy nhiên, trong thực tế các chủ dự án nhà ở xã hội cho thuê chưa được hưởng ưu đãi này vì pháp luật về thuế chưa có quy định về các loại hình dự án nhà ở xã hội cho thuê, nhà ở thương mại giá thấp, mà chỉ quy định chung ưu đãi thuế giá trị gia tăng 5% đối với hoạt động bán, cho thuê, cho thuê mua nhà ở xã hội.
