Vẫn còn “nút thắt” 300.000 căn nhà ở công nhân

Để khởi động lại hoạt động sản xuất theo tình hình thích nghi mới, lãnh đạo TPHCM nhấn mạnh phải có chính sách nhà ở cấp tốc cho công nhân, lao động nhập cư, giảm dần các khu nhà trọ chật hẹp. Đồng thời TP công bố kế hoạch xây dựng 300.000 căn nhà ở xã hội (NoXH) cho công nhân trong vòng 1 năm tại huyện Bình Chánh.


Hơn 1.000 căn hộ tái định cư bỏ hoang tại Vĩnh Lộc B, Bình Chánh, tại sao vẫn tiếp tục xây nhà cho công nhân tại Bình Chánh?

Trước thông tin này, các chuyên gia, nhà quản lý tỏ thái độ dè dặt, bởi có quá nhiều điểm nghẽn, nếu không giải được thời gian 1 năm sẽ đi qua nhanh chóng và nhà cho công nhân có thể vẫn còn trên giấy.

Tại sao chỉ tập trung ở Bình Chánh

TPHCM có 22 khu công nghiệp, khu chế xuất (KCN, KCX) và 2 khu công nghệ cao, khu phần mềm Quang Trung với 420.000 công nhân. Nếu trừ đi số chuyên gia, nhà quản lý, công nhân viên có nhà ở tại TP và các tỉnh lân cận, số còn lại khoảng trên dưới 300.000 người sống trong nhà thuê.

Con số này tương đương với số liệu điều tra của Viện Nghiên cứu phát triển và Sở Xây dựng công bố. 22 KCN, KCX này được phân tán ra trên địa bàn 21 quận huyện và TP Thủ Đức. Tập trung nhiều nhất ở phía Nam (quận 7, Nhà Bè, Bình Chánh) 10 KCN; số còn lại ở Củ Chi (4) TP Thủ Đức (5) và ở quận 12, Tân Bình, Bình Tân.

Như vậy, nếu dự án thành công, 300.000 căn này chủ yếu phục vụ cho công nhân ở khu vực phía Nam TP, các quận, huyện khác như Củ Chi, TP Thủ Đức, quận 12 là không thể, vì việc đi lại rất xa không thuận tiện cho sinh hoạt và đi làm hàng ngày, chưa kể tình trạng kẹt xe, quá tải cơ sở hạ tầng kỹ thuật cục bộ sẽ xảy ra. 

Vấn đề đặt ra, tại sao không phân bổ việc xây loại nhà này ra những nơi có KCN, lực lượng công nhân đông như TP Thủ Đức, Củ Chi? Việc xây dựng tại Bình Chánh vì có nhiều đất trống, nhưng do hạ tầng dịch vụ xã hội chưa tốt nên người dân không mặn mà.

Ngay tại Vĩnh Lộc B, nơi mà TP dự tính triển khai dự án 300.000 căn nhà NoXH cho công nhân, vẫn còn hơn 1.000 căn hộ tại dự án tái định cư bỏ hoang từ nhiều năm nay không đưa vào sử dụng.

Các khu vực như TP Thủ Đức, Củ Chi, Hóc Môn vẫn còn đất trống chưa dùng đến, có thể đưa vào khai thác làm nhà cho công nhân sử dụng trong 10-15 năm nữa.

Nhà bán hay cho thuê?

Ở các nước trong khu vực, chuyên gia, nhà quản lý, nhân viên văn phòng của các KCN sở hữu nhà, căn hộ theo dạng trả góp, nhưng với công nhân đa phần thuê để ở. Công nhân nước ngoài làm việc ở Singapore được thuê nhà theo hợp đồng 3-5 năm, khi kết thúc hợp đồng họ phải trả lại nhà cho cơ quan quản lý nhà.

Ở TPHCM hiện nay, công nhân công nghiệp (phân biệt với lao động tự do) thường thuê nhà với giá 2.000.000-2.500.000 đồngphòng 14m2 cho 2-4 người, còn 3.000.000-3.500.000 đồng cho hộ gia đình phòng 16-18m2 có nhà vệ sinh riêng.

Do vậy TPHCM xây 300.000 căn nhà không thể cho công nhân ở miễn phí, cũng không định bán giá rẻ, mà cho công nhân thuê trong thời gian làm việc. Sau này khi họ có điều kiện sẽ mua nhà và khi họ không còn làm cho KCN nào trên địa bàn TP nữa sẽ phải trả lại nhà cho bộ phận chức năng.

Tuy nhiên, do lương của công nhân rất thấp, nên giá thuê không cao hơn 20% thu nhập của công nhân họ mới chịu được (lương của công nhân TPHCM trung bình 6,5 triệu đồng, tăng ca được tối đa 10 triệu đồng). 

Huy động nguồn lực từ đâu?

TPHCM sẽ đầu tư xây loại nhà nào? Nhà tạm, thấp tầng, hay nhà tiền chế rẻ tiền có tuổi thọ ngắn để dễ thay đổi mục đích sử dụng đất, khi cần TP lấy lại làm việc khác? Hay làm nhà cao vài ba chục tầng?

Nếu TP lấy tiền từ ngân sách, chấp nhận bù lỗ, mọi chuyện được coi là ổn trong giai đoạn xây dựng ra sản phẩm; nhưng còn chuyện quản lý, duy trì nó lâu dài không hề dễ.

Singapore làm được vì họ có quỹ nhà lớn của chính phủ, lao động nhập cư không nhiều và công tác quản lý dân số rất tốt. Thậm chí người thuê nhà còn nhận được thông báo chỉ dẫn trước thời gian kết thúc thuê nhà, hết hạn hợp đồng lao động và hết hạn visa.

Một điều có thể biết được là TPHCM sẽ không lấy ngân sách công, vì không có khoản tài chính lớn như thế, mà phải xã hội hóa, kêu gọi nhà đầu tư tư nhân trong và ngoài nước.

Chính phủ và chính quyền TP sẽ dành nhiều ưu đãi cho nhà đầu tư, có thể miễn giảm tiền thuê đất, các loại thuế, cho vay ưu đãi, hỗ trợ về pháp lý… nhưng việc hấp dẫn nhà đầu tư cho loại hình này rất khó. Bởi nếu chỉ là những căn nhà cấp 4, mái tôn, nhà đầu tư nhỏ lẻ ở TPHCM, Bình Dương, Đồng Nai đã làm được từ lâu nay.

Còn nếu xây nhà cao tầng với giá thuê vài ba triệu đồng/tháng,  việc hoàn vốn, có lời là điều khó như “hái sao trên trời” đối với nhà đầu tư. Bởi nhà cao tầng cho dù loại rẻ tiền nhất cũng phải đảm bảo các tiêu chuẩn tối thiểu của Bộ Xây dựng, phải có thang máy, vật liệu xây dựng đạt chuẩn, các quy chuẩn xây dựng không hạ thấp như phòng cháy chữa cháy, nhà giữ xe, sân chung…

Những quy định trên không nhà đầu tư nào chịu nổi, bản thân người ở, ngoài tiền thuê nhà họ phải chi trả tiền quản lý phí để đảm bảo an toàn cháy nổ, an ninh xã hội, vệ sinh môi trường, bảo vệ, chiếu sáng, máy phát điện dự phòng…

Chưa kể việc để cho các nhà thuê này không trở thành nhà ổ chuột trên cao hay nhà tạm bợ tự phát, kéo theo đó là rất nhiều chi phí khác nảy sinh, trong đó phải tính đến cả vui chơi giải trí, cây xanh, xử lý rác thải…

Những chi phí dạng này ở nhà cho thuê nhỏ lẻ đã có từ trước, chủ nhà trọ không bao giờ phải tính đến. Như thế bài toán đầu tư và chi phí sử dụng sẽ là thách thức rất lớn cho nhiều phía.

Có một gợi ý từ các chuyên gia TPHCM có thể tham khảo, là việc huy động nguồn lực đóng góp cho “an cư” của người công nhân, tức chủ các nhà máy, công xưởng trong KCN phải đóng góp như nghĩa vụ bắt buộc.

Điều kỳ lạ, ngay từ Bộ Luật Đầu tư nước ngoài ban hành 1987 đến nay, sau nhiều lần sửa đổi không hề có điều nào quy định các ông chủ phải xây nhà lưu trú cho công nhân.

Chủ một cơ sở sản xuất có 2 cách lo cho chỗ ở của người công nhân, là làm nhà lưu trú có thời hạn (theo hợp đồng) cho công nhân; nếu không xây được nhà, trong lương tháng người công nhân nhận được, ngoài phần tiền trả công chủ trả phần tiền lưu trú cho công nhân.

Ở các nước, đó là quy định bắt buộc, không thể ông chủ chỉ trả lương cho thời gian đứng máy, mà cả thời gian đảm bảo tái sản xuất sức lao động, sức khỏe, tinh thần cho người lao động ngoài nhà máy, nhằm đảm bảo họ đủ sức vắt sức lao động kiếm thặng dư cho mình. Việt Nam  nên học tập để đưa vào luật định.
